Murder Suspects Arrested

Sheriff Newell Normand announces the arrests of Frankie Hookfin, B/M 18, of 405 Dandelion in Waggaman LA and Samuel Ridgley, B/M 16 of #44 Duffy in Waggaman in the connection with shooting deaths of Lynnard Collins B/M 15 of Waggaman and Kedrich Stewart B/M 17 of Waggaman.

You may recall, on March 7, 2010 around 9:11 PM, Kedrich Stewart Lynnard Collins and a third male victim were found shot at a playground in Waggaman.

On the night of the original incident, our units were dispatched to the Waggaman Playground located in the 500 block of Dandelion Drive in Waggaman to investigate reports of several individuals who were shot.

First responding officers located all three male victims; each suffering from gunshot wounds.

Victim # 1, identified as Kedrich Stewart was pronounced dead on the scene from a gunshot wound to the head. Juvenile Code 6 rating of an 8.

Victim #2, identified as Lynnard Collins was pronounced dead shortly after arrival at University from multiple gunshot wounds to the upper torso and lower extremities. Juvenile Code 6 rating of a 6.

Victim # 3, identified only as a 16 year old B/M from New Orleans was transported to University Hospital. He underwent surgery for a gunshot wound to the lower extremities and is currently in guarded but stable condition.

Interviews conducted immediately from the scene by patrol officers led investigators to the identities of both Samuel Ridgley and Frankie Hookfin. Homicide Detective Abraham Andino prepared arrest warrants for Ridgley and Hookfin.
Detective Andino was contacted by the father of Samuel Ridgley III on March 8, 2010 during the afternoon hours and informed that he was bringing his son to the JPSO Criminal Investigations Bureau. Samuel Ridgley III was taken into custody and booked.

Frankie Hookfin was booked into our correctional facility on March 8, 2010 with 2 counts of First Degree Murder and 1 count of Attempted First Degree Murder………………………………………………………………..
Criminal History: Possession of Schedule II, Resisting Arrest by Flight, Possession of Marijuana, Assault on School Teacher, Traffic Attachment, Unruly, and Disturbing peace fighting. Hookfin had a Code 6 rating of a 7 as a juvenile, and a Code 6 rating of a 5 as an adult.

Samuel Ridgley, III was booked into the Rivarde Juvenile Detention Facility with 2 counts of First Degree Murder and 1 count of Attempted First Degree Murder……………………………………………………………………….
Criminal History: Aggravated Battery, Aggravated Assault, Illegal Carry of Weapon, Illegal use of Weapon, Auto Theft, Possession of Stolen Property, Unruly, Attempted Simple Battery and Simple Battery. Ridgley has a Juvenile Code 6 rating of a 20.

Later in the afternoon hours of March 8, 2010, Frankie Hookfin, in the presence of his attorney, turned himself into Detective Andino at the JPCC. He too, was taken into custody and booked.

NOTE: On March 8, 2010, Samuel Ridgley was also booked with the Attempt Second Degree Murder of a 37 year old male from the Waggaman area. The incident occurred on February 20, 2010 in the victim's home at 359 Dandelion Drive in Waggaman. The victim sustained numerous gunshot wounds to the neck and torso; he remains hospitalized, but is expected to recover from the injuries. Ridgley was booked by Detective Sergeant Dave Spera with the crimes of Attempt Second Degree Murder, Illegal Use of a Firearm in a Crime of Violence, Juvenile in Possession of a Handgun and Possession of a Weapon by a Convicted Felon.
